Hello!

Does anybody know SDK for emulating a file system?

No SDK as such. Are you talking virtual machines like Virtual PC?

Depends on how deep you wish to go. Have a look at Tanembaum's or Steven's books if you wish to play with file systems. There are all sorts of sector allocation and retrieval strategies and methods for contiguous space on the disk.

Yes, I'm trying to create something like Virtual PC. I was advised to use some existing SDK, wasting no time for fake file system creation.
