Scroll wheel accidentally adds new records

I have a form for entering and viewing records in a table. (the data entry property is set to "No"). If the user accidentally turns the mouse scroll wheel while the form is active, new blank records are added to the table. Is there a way to disable this? It has caused problems because some users try to scroll through controls on the form.
