Script for shutdown

Hi!
I have a WindowsNT/2000 network. Many users leave their desks without logging off or shuting downand/or with applications open which prevents the backup system from backing up whole database on the server.
Is there a way to write a script which will make users to log off or their PC shutdown at a certain time (eg. 10 pm) !? I believe there is a way by using the AT command, but honestly I do not know how to config it at all. Also, would it be possible to include the script into a logon script or should it be done manually on each wks !?

One option is to set each user's account in AD with specific allowed logon times. Then set the Group Policy (I don't have it in front of me right now) that logs users out if they've passed that time restriction....
