SCO 5.0.7 default umask

I recently loaded SCO 5.0.7 with Traditional Security. My understanding is that this will create a default umask of 022. To test this I removed the umask value from the /etc/profile, /etc/.profile and my home directory. When I create a directory it has a umask of 077, which would be the default for High Security. I have double and triple checked my security setting and it is Traditional.
Am I missing something here, is there another level in the umask hierarchy before it uses default? Thank you in advance for any help you can give me.
 
Make your default 022 and see what happens. It should be 755. Is it?
 
But surely removing the umask setting from /etc/profile negates your choice? Where else are you expecting it to be set?
