Greetings!

I have (2) locations (we'll call them A&B for ease).

When calls come in to a certain number at location 'B', I need to send it to the auto attendant at location 'A', where the call will then be completed.

The two locations are connected via a VPN.

My thought was to use SCN to tie the two systems together, and to build an OLG for location 'B' that routes to location 'A' over the VPN connection.

Am I thinking correctly?

Yes you are thinking right on the basics. You will require a VCM at both ends. Are either of the systems the new IP500? If so, you will need to be running 4.0 professional and the voice networking license. If the systems are 403,406,406V2,412 or SOE, you should be able to create an IP trunk in each that points to the other. Be sure you can reach each unit through the VPN. If you can ping the units but don't have voice working after the IP trunks are setup, you will need to check your VPN devices to see which ports you have open.
