SCN Weird dialing behavior

4 site SCN created shortcodes on site B,C,D if they dial 8 to go over an IP trunk to Site A and out the PRI. This works on site B and D but Site C if I dial 8 it goes out to site B and then to Site A with one way voice. I am assuming there is a problem with the link between site A and C. I just need to prove it to the IT staff!

Or perhaps a shortcode mismatch?
Is there any other shortcode with an 8 in it?
Are there line shortcodes configured?

is the line ID correct to system A or is it the same as to the IP trunk to system B
