SCN partially working

A dual site that had a working SCN prior to a power outage. Both are IP500V2 units and both on 9.1.7. The IP Trunks are up and can ping both ways fine. However, dialing site to site receives an "unobtainable" error. I was able to create a Short Code forcing the IPO to dial the extensions through the specific IP Trunk and that seems to work fine both ways. However, the sites don't fully "see" each other as far as the extensions in the directory. Both sites were rebooted and I rebuilt the SCN trunks as well. Is this a firewall issue ? How can I verify that ?

can you change the SCN to websocket? It will then use different ports.
