SCN and Failover.. Is it True?

Hi masters!! I have big doubts and i think the way to get the answer is to post here.
It because I don´t found the answer in this forum or google or ipofficeinfo and etc.
But i think you can help me with this. Just a questions, not real case (yet;-)).

I work in a company that has 3 IP Offices (500 v2 R8) and these equipments has 340 licences ip stations (plus vcm and scn´s licences enough).
The 3 sites of the company has 300 IP stations (e.g. IP Phones 1603SWi) each office (SCN limits are 1000).

My questions is:
1 - What happen if an IP Office stop to work (one of them get off or burn any board)?
2 - Will the stations reboot?
In this case the company will be only 2 IP offices (limits of 384 stations) running, but 900 stations to register.
3 - Is it possible to work?
4 - If not what happen?

Have you considered Server Edition at one of the three sites?
I know nothing about the product so take it for what it is worth:

According to documents
• Supports failover for up to 500 users/ extensions
