SCN access to user, group and user rights grayed out?

IPO R9.0.7. When I connect to my systems with Manager to the SCN I see all my systems. I can connect and make changes on each individual site, but SCN access to user, group and user rights tabs are grayed out? Does any one know what I am missing here nin my settings?
