I configured few TSM servers to perform scheduled backup of their TSM databases, and it works ok. Recently I added another server, with backup destination same as of the others, but that backup always fails. In activity log I get messages:
ANR1404W Scratch volume mount request denied - mount failed.
ANR4578E Database backup/restore terminated - required volume was not mounted.
I tried to stop and start TSM server on that machine, and then issue backup command, but it has no effect if I start server from Services. Only when I start server from command prompt with dsmserv, the backup is performed.

What should I do? I cannot do that every day, it SHOULD be scheduled backup.

Take a look at the dsmsched and dsmerror logs in the new server, this should show more information about the problem than in the activity log.

Hard to comment on this one but obviously the basic problem is the scratch volume mount request is being denied and the mounting of the scratch volume is failing. Since you mentioned services, i'm going to assume you're running TSM on windows. Why would starting it via cmdline work and services not? I assume there is some underlying permissions problem occuring. What user does the service run as vs when you're logged in and what permissions do you have that the service doesnt? Could be a PATH or other environmental variable problem. Hard to say..

Did you try looking through the windows event logs for any indicators?

I'm not entirely sure what you mean by "i recently added another server". Did you install TSM on an entirely new server? Or ??

Yes, I'm running TSM on Windows.
But, problem solved itself. The backup destination (which is also PC machine on Windows)had to be restarted because of some problems with some other product (had happened before, so not related with TSM). And now backup works(so i'm gonna put the blame on Windows).
