?s there a way to create a schedule for the last day of the month?

Yes yo can:
Create Schedule, period=month, select last day of the current month, set level=full, and all other days level=skip.

You are right; with Networker you can create a schedule for every 28th day of month, or every 1st of month...
In your case, the solution is to use an external program to schedule your saves.

Unfortunately, NW does not have an easy way to do this. However, i think it is almost a philosophical question whether you start a month end backup at 23:00 the last day or at 00:05 the first day.

But if you really need it, you must use "override"s.
