Scanned Illustrations

I have a few scanned illustrations that I need to include in a brochure; their quality is fairly poor.

I'm sure a program like Illustrator would help to convert them into picture files that are of good enough quality to print (perhaps by tracing the scanned illustrations); I'm just looking for confirmation before my company goes out and buys the program.

no program can increse the quality of your scans... the scanner is the bottleneck if your scans are not of quality

Illustrator will NOT going to trace it for you. Illustrator's trace tool is very limited. Most people use other tracing tools or programs (by "tracing", I mean autotracing). In illustrator you can use the pen tool and manually trace over the image, if that's what you meant.
