SBS 2003 System State Restore 0x00007B

This week, we had a SBS2003 Domain controller that had an issue.(Also, we use exch. 2003). The HW seemed OK, but the server was constantly restarting. We have good backups of the server and the system state.

We reinstalled SBS2003 OS and service packs on the same server. We restarted > selected F8 > Dir. Serv. Rest. mode. We restored the system state. It looked like everything went OK. When we restarted, we get a blue screen that shows 0x00007B.(We can't even get into safe mode at this point.).

Do you have any advice on how to resolve this issue? Should we try to restore the system state from an older backup? Thanks for your help.

Unfortunately, we didn't prepare an ASR disk.

Is there a way to do it without an ASR disk? If not, what is the best way to proceed? Thanks.
