SBS 2003 Exchange Spam

Hi People

i have tried searching keywords before typing this...so i hpe i am not anoying anyone

i have been working on exchange on a small business server

they use pop3 to receive and SMTP to send out direct (no smart host)

they are receiving huge amounts of spam
i have checked the server is not a relay
i have checked the filtering tabs as suggested on many sites
i have cleared over 90,000 messages using aqadmcli.exe
but they are returning...it has been around 2 weeks

i have tried filtering and blocking the main domains that are causing problems (yahoo.com.tw)

the mails are not going to anyone in the company and are sending out to some random address's - i had to remove NDR reports to clear the queues up more but i dont want to leave it like this

but check earlier today and another 44,000 emails have built up again for me to remove

the server has Symantec SBS with the spam for exchange software installed but i guess this is only scanning mail as they are sent to the internal accounts

is there any advice on what i can do next

the company i work for use messagelabs and we never have problems like this as they clear up everything for us

messagelabs quoted a pretty high price 10 users for this company the other day which i know they would not except

any suggestions i would be grateful

update:

lists have cleared down but still have problems with address's from *.com.tw

does anyone know if i put in the sender blocking

@*.com.tw

it does enter but i do not know if it will have any effect on standard e-mails

at the moment i have @yahoo.com.tw (as the @ must be entered)

any advice please
