In CDB (load 15) VNR numbers are pointed to a RLB (ld 86) which in turn can route PSTN calls to the main office.

From my understanding, VNR only works for CDP numbers. Kind of a shortcut way to avoid having to build DSCs for remote sites - any unknown CDP number can get sent via VNR to the virtual trunks, and the NRS will then route it to the appropriate site.

For PSTN calls, you'd need to IDC them to a DSC to make them work, or use some type of DMI to convert the call type to CDP.
