This was working. But now when I try to save an image from a web page even though the image is a .jpg it only offers me .bmp as a file format.

SAVE PICTURE AS NOT GIVING FORMAT CHOICE

Only thing I can think of, make sure you dont have mspaint associated to open .jpg files with, make sure internet exploder is the default viewer. Dont know if this will solve your problem or not. Also, check to see if a recently loaded program has changed your default file associations.
