SAV 9 Corporate install to Win98 SE

hi,
I have 20 computer in workgroup, 19 with win98SE, 1 with win XP-SP2.
in win xp-sp2 i have install SAV 9 corporate SERVER,
but in win98SE i can't install SAV 9 client, the alert said
"You must have The Root Certificate Update installed", visit

http://www.windowsupdate.com

for more information.
i go to that address, but i can't get enough information.

How to install SAV 9 corporate client in win98SE or how to get The Root Certificate Update?

update the root certificate at microsoft it will work after that
