It depends how you're going to run the backup. If all servers are backed up via the network through the backup server, then the backup server will indeed be the only one that needs access to the tape library.
If however you have some larger servers that will need to have direct access to tape then they will also need access to the tape drives (either separate drives or shared with some sort of shared storage option)

It also depends which manufacturers SAN/Backup software you are using. I believe that HP Data Protector (and others) support serverless backup from SAN based storage to tape devices.
