I have a hard drive used for my pvr and i connect it by usb and when i do connect it, windows doesn't detect it as a hard drive! It just comes up as an unknown device named "24"
ChipSet Drivers can be downloaded from the mobo manufacturers website for the motherboard you have in your PC...
you may have to take out your HDD from it's case check the jumpering (Master/Slave) and insert it into your PC, then FORMAT it there, disconnect it again and reinstall it in the USB-case (check Jumpering again and set it to MASTER)...

PS: once installed in the PC, and the BIOS does not recognize it, make sure that it is correctly jumpered, ie. original HDD is set to MASTER and the one you want to format is set as SLAVE on the same IDE Cable, or as SLAVE on the secondary if there is a CD/DVD attached, or as MASTER on the secondary if there is no other drive there...
