When I view a report from ePortfolio (using Internet Explorer) it uses the DHTML viewer by default. But when I view a report from pages I "created" using the CE Web Wizard, reports are always opened in the Active-X viewer. How can I change it to ALWAYS use the DHTML viewer.

I'm not sure but the .csp used by Web Wizard may always use ActiveX viewer or determine by your browser.
In order to use DHTML viewer, .csp has to be modified or use ?init=html_frame parameter.
Find the following code
"&init="+escape(':connect'),"
Modify to
"&init=html_frame"+escape(':connect'),"
