S8800 and 4610 IP phones

I am trying to install a 4610 IP phone on a Avaya S8800. There are several IP phones already working. When the 4610 tries to register the message "Bad Router?" appears in the display. Can someone help me out with what is the problem?
 
Log into the phone and set the router address to 0.0.0.0
This will hopefully bypass the router and allow the phone to register.

 
I set router address to 0.0.0.0.

When plugging in the telephone, I get the following message: Contact DHCP/TFTP administrator, L20 param in opt 43/176 or xxxx SCR script file have looping conditions.

Any thoughts?

All of the 9620 IP phone on the system come up without an issue.
 
Sounds like a conflict in DHCP option 176 and the port configuration. I am not sure if the 9620 uses the same option. Does it use 242?

I have seen the router message when the option tells the phone to change vlans but port is not configured for the other vlan. Looping might mean that the option 176 in the data vlan tells it to go to the voice vlan and the 176 in the voice vlan tells it to go to the data vlan.
