Each server should have it's own IP address, then there is an "active server" IP address. The idea is you just need to go to one IP address to reach which ever one is active, but can go to each individually if necessary.
I'm not sure what you meant by "via the active server". But, if you mean can you use your browser to get to the active server, then some how browse to the standy-by from there, then no you can't do that. You have to go directly to the stand-by's IP address.
There is no way that you could access the web interface of the Standby server via the Active server, it is because each server has different IP address. You could only do this on the root of the Active server by doing a telnet on the Standby server.
