S8720 & CM 3.1.2 SW Won't Auto Start CM Services

We benched a S8720 w/ clean CM3.1.2 SW

Statapp showed all CM services up each time we rebooted during final testing ....

After they restored backups .... Onsite tech says that CM services won't auto start at boot up ...

Services will only start after a "start -ac" command?

Any ideas?
