S8710 password change does not automatically update on the standby server

My customer has a CM 4.x system that has a 30 day expiration on passwords. When the customer changes the password on the active server the new password is not changing on the standby server.

There are no server synchronization alarms. The standby is refreshed, shadowing is up, and duplication is up. Thoughts?
 
When doing any login admin on cm4 using web browser or linux bash commands:
You should always do these commands from the active server, then save translation all from the SAT.
Changing user-profiles from active server SAT requires save translation all.
Changing Web Access Mask web profiles using active server web browser requires File Sync after all changes.

These must be done in order for the standby server, ESS servers, LSP servers to have the same login
and passwords.

NOTE: locked logins and passwords are unique to each server and must be unlock in each.
passwords will update to standby, ESS, LSP servers if the system maintenance is set for daily save
and Update LSP and ESS Servers When Saving Translations: y

Changing logins, passwords, in the standby, ESS, LSP servers will work in that specific server until
the next save translations in the main and the main will file sync the main's current login and password information to the standby, ESS, LSP server and overwrite what you change them to in these servers.

Web Access Mask web profile changes done in the standby server if you sync from this server you can completely wipe out the web profiles in the active. It will make the active look like the stanby based on what web profiles are in the server that you sync from.

Adding logins in the active without a save translation will not update the standby for login accounts that you try to gain access with using the standby server modem.
