Have S8700CM2.0.1 using NTP. NTP already makes up for daylight savings. If I use daylight savings rules in ACP the time is off 1 hour (another dls offset) so I do not use them in ACP. what other effects on reports are there? what effects if supporting 8300 and LSP timing off NTP in other network regions an vlan? Curious.

NTP knows nothing about time zones or daylight savings. The Linux OS on the S8700 handles daylight savings. I believe for remote LSPs you can use the locations form to set correct phone display times.
