Where is the problem here LAN or WAN?
Everyone here says the the LAN is causing the problem but looking at this I think its the WAN.
 
Assuming you have the Bandwidth statements set correctly it looks like you are seeing very high utilisation inbound on your serial interface - is it frame-relay?

Traffic coming in on serial is chewing up most of your bandwidth . Need to figure out what that is or is it normal traffic and you need a bigger pipe.
