Runtime files show not enough memory at startup

I have a program that uses FoxPro as an embeded db. I recently had to upgrade the computer due to motherboard loss. There was an image made of the hard drive and all programs except this one function fine. This program now shows an error window that reads "Not Enough Memory" and indicates it is a FoxPro Error. This computer had been running for about 7 years. The upgraded compuer has 2 gig of memory. Anybody have any ideas? The program is used to run an HID programmer for access control cards. Any help would be greatly appreciated. Thanks
 
Already been down the uninstall reinstall road. I am logged into the computer as an administrator so rights doesn't seem to be at issue. I am still looking for ideas. Thank you for responding and hope to here more ideas.
