rundll32.exe and Kernell32

Packaging with PD Wizard a program written in VB6 produces a following error message on loading the program:
"RUNDLL32.EXE file is linked to missing export KERNELL32.DLL Acivate ActCtx".

On some machines clicking OK allows running of the program, on others (Windows XP) stops it suggesting sending a report to Microsoft.

Can anyone help in suggesting what to do. Thanks in advance.

Further info:
The program created in Windows XP environment. Service Pack SP5 (for VB6) is installed. DCOM98 installed on Windows 98 machine.
