Run-time error '429' calling another application via VB6..

I'm executing an application from a VB6 app using the CreateObject() function. I am getting a run-time error '429'. The application that is being called already existed on the Win2003 server prior to the VB6 application being installed on the server from an XP/Pro workstation. Anyone have any ideas on where I should look?
 
UPDATE!! The DAO portion (dao360.dll) of this application is working fine. It is when I attempt to execute an application with the CreateObject(ProgramName.Application) is when the error occurs.
 
SUCCESS!!! It's amazing what can be accomplished by merely re-booting the server! A re-boot completes the install process which updates the registry settings properly.
