Run-time error 3051: Cannot open file

I'm transfering data from tables on one Access 2000 Db to another Access 2000 Db on the network, using append queries. The complete message is:

Run-time error 3051:

The Microsoft Jet database engine cannot open the file \\pathname\file.mdb. It is already opened exclusively by another user, or you need permission to view its data.

Here's what I've done:
1)made sure no record locks, open shared, to rule this out.
2)Target Db is on Win2K Server, opened security to this folder and file for full control of everybody, including system.

Any help would be greatly appreciated!

I'm having the same problem, any new knowledge out there on how to fix this?

All help would be appreciated.

Also having a similar problem. Stating workgroup information file is missing. I am using ADO (coded). I have noticed that if I open using DSN name (which then uses Msql driver and not jet) the problem goes away.
But in this instance need to access by location.
I have a Backend database with basically two front ends.
One for the application obe for custom reports.
