Run app at shutdown

We are currently installing a new Time & Attendance system and our employees will be able to 'clock in' and 'clock out' on their PCs via a web browser, rather than swiping a card through a clocking machine.
We need to automate this as much as possible and have found that by adding a Login script containing the URL of the clocking server to a Group policy object in AD, we can make the browser open at the 'clock in' page as soon as the user logs into the network on his PC. This works fine.

The problem we have is that we need to do the same thing at Shutdown to allow the employee to 'clock out'. We have tried adding a Shutdown script to the Computer Config/Windows settings/Scripts/Shutdown GPO at the required OU level which contains the URL, but nothing happens when the user shuts down his PC.
I have tried some freeware called Lastchance which runs on the PC and allows you to run an app at shutdown and this works fine except that the browser opened on shutdown at the correct page, then a second later closed down, not allowing the user enough time to enter his credentials to clock out. Presumable this was because the relevant service was shutting down by that time.

Does anyone know of a way to run an interactive app at shutdown which could be delayed long enough to allow the user to enter details, then carry on with the shutdown process?
Any help would be appreciated.

Sorry, forgot to say most PCs are Windows 2000 Pro with a few XP Pro.
We are running W2K server with Active Directory and I was hoping to do this via Group Policy but will also look at 3rd party products if they will do the job.

have you thought about running a batch file that also has a delay in it giving the user "x" amount of time to log out via the web browser, something like this

echo off
start iexplore.exe CHOICE /c:$ /t:$,60 /n > nul
kill ieplore.exe
---------------------------------------

this will open the page you require wait 60 seconds then close it
