Rules Wizard - server reply not finding address

Exchange 2000 server.
Set up rules wizard that when message received with specific subject line the Server sends message back to sender. For users in same site/org this works fine. For users from different site/org although it tries to reply it doesn't find the users email address - although sending mail from mailbox to user works fine.
Any ideas?

Where did you set up this rule? I'll try it ands see if I can find out why.

It's a server based rule, created from the mailbox.

Basic rule is as follows:

Apply this rule after the message arrives
with ACCESS-REQUEST-FORM in the subject
Have server reply using Account Request Form
and move it to the ARF's folder
