rshd: 0826-813 Permission is denied 2

I am trying rcp -rp, but am getting rshd: 0826-813 Permission is denied

.rhosts has the entry, miltrn root
/etc/hosts has the target's hostname and IP accordingly.

What could cause rshd: 0826-813 ?

Most of these errors are due to dns resolution. Can you check whether the reverse lookup is working? It is better to add an entry in the /etc/hosts of both servers.

/.rhosts should be with rights 400

and run on destination host:

chuser rlogin=true root

This was the issue. I didn't put the correct alias for nslookup, which was why rsh didn't work.
