RPC Server is unavailable

I thought I had everything under control after upgrading an NT4 domain to a child domain of our Win 2K Domain. But I started getting replication errors again:
event id: 1311
I checked the trust relationship between the domains and the verify fails because the RPC Server is unavailable.

Any errors in the log related to this? It could be a W32 Time issue.

actually I figured it out, it seems I need to have my DC/DNS server use the DNS in my Parent as Primary DNS.

What's the deal w/ W32Time? I have a Win2k Server on a WinNT domain. I keep getting the following error on the Win2k Server:

No Windows NT or Windows 2000 Domain Controller is available for domain CSS. The following error occurred:

I also see the following error somewhere near the previous:

Description:
Because of repeated network problems, the time service has not been able to find a domain controller to synchronize with for a long time. To reduce network traffic, the time service will wait 960 minutes before trying again. No synchronization will take place during this interval, even if network connectivity is restored. Accumulated time errors may cause certain network operations to fail. To tell the time service that network connectivity has been restored and that it should resynchronize, execute "w32tm /s" from the command line.
