Routing tunnelled traffic

I was wondering does anyone know of a cheap router that will route tunnelled traffic. I need to have a set up similar to a Contivity or Cisco product.But the customer does not have the budget.

I need a central site with all the other sites connected to it and they route from the central site(A hub and spoke setup).I have had a customer set one up before with a small VPN routers. They set up VPN tunnels from all sites to all sites. It was an administration nightmare.

I'm pretty sure Netgear appliances will work here. Prices ranging from $180 to $400.
