Routing to multiple IPs

I'm a neophite when it comes to communications so be gentle if this is a dumb question...
I need to transmit UDP packets to multiple devices on separate static IPs. These devices do not support multicasting. I was hoping that NAT would support this but the documentation I have found so far only mentions one to one address translation. Is this something a router can do or is there another off the shelf solution for this?
