Routing Restrictions Button

I have installed MS Exchange SP4 on a Winnt Server 4 SP6. When trying to set the anti relay settings in the IMC properties I am unable to select the Routing Restrictions button and it is permenantly greyed out no matter what I try. The reroute incoming SMTP mail radio button has been selected. I have tried reinstalling the service pack. Restarted services etc etc.
Anyone out there who can help?

Are you sure that you have sufficient rights? Try to log on with the Exchange service account and start Exchange Admin and check if you can press the Routing Restrictions button.

Do you have an email disclaimer? Because unless you adjust the registry you can loose routing functionality.

I am logged on with the exchange service account and I have no e-mail disclaimer setup on the exchange server.
