Based on a list of exchanges (area code + next 3 digits of a phone number) I would like the caller to be routed to the correct hunt group. this list has over 3000 exchanges.

For example, if a caller calls in from any one of the exchanges 1-1000, they should go to HG 1, if they call from exchanges 1001-2000 then the call should go to HG 2.

I have VMPro 7.0 (18), but am not licensed with the Database interface option.

How can i achieve this without entering each exchange in the "Variable Routing" option?

Looks like you will need the database licence, it isn't that much and will be worth it by the time you either make all those entries in Incoming call route or Variable routing as those are your only other options, unless the exchanges are numbered in such a way it's easy to group them together :)

Are they consecutive exchanges? If they are consecutive then you can use the "Incoming CLI" in the ICR to match just the area code or the area code and part of the exchange. If they are not consecutive you could still do it this way, but it would be a lot of programming.

for legal reasons we will need the callers to hear a disclaimer and a few other options before they are sent off to the Exchange routing path, so it looks like this will have to be done in VMPro.

I'm just making an assumption that we are not licensed for the database option. How can i verify this? Will it be listed in the "licenses" section of "Manager"?

Assuming i do have this license, then how would i set this up?

You could still route them to a disclaimer/message doing it on Incoming call route, yes it would show up in the licence section of Manager, see below (third from bottom):
