I have a PIX 515e.
Interface 2 - IP address is 192.168.0.1 255.255.254.0 (inside).
Interface 3 - IP address is 192.168.10.1 255.255.255.0 (phone).

I have these access-lists setup to pass traffic
access-list phone permit ip any any
access-list phone permit tcp any 192.168.10.0 255.255.255.0 eq h323
access-list phone permit tcp 192.168.0.0 255.255.254.0 192.168.10.0 255.255.255.0
access-list phone permit ip 192.168.0.0 255.255.254.0 192.168.10.0 255.255.255.0

Windows network is setup to have DHCP offer 192.168.0.0/23

Clients assigned an address of 192.168.0.50-192.168.0.254 can access the 192.168.10.0/24 network but clients assigned an address of 192.168.1.1-192.168.1.254 cannot access the 192.168.10.0/24 network.

any ideas?

It sounds like a NAT or access list issue so can you post your PIX configuration here please but omit your passwords and other sensitive info.

KiscoKid you rock! That was the issue, I had forgotten to NoNAT the traffic.
