Routing 1010 ixc calls over ars

I have a Legend 7.0 v10. When I dial 1010*** to reach a certain long distance provider by dialing 9,1010***,1 then my number, it always goes out over local pool 70. I want it to route over T-1 pool 890. I have tried 1+7,area code, exchange, and 6 digit tables without success. Any help appreciated.

dial 9,1,1010*** then your number. 9= outside, 1= toll out put table 1010*** picks LD carrier. 890 must be in the sub a pool of the toll output table.
