router suggestions anyone?

For several years, we've been running point-point T1's for several remote offices. These offices are not necessarily small, ranging in size from 4 to 40 users. There are currently 7 out of 11 sites with PP T1's connecting to a 3640A in my central location. I'm considering replacing those PP T1's with separate internet circuits instead and was wondering what kind of routers I should use to create 7 to 15 3des tunnels into the central location. The central location currently only runs a 1721 edge router and I'm most concerned about this router for replacement. Do you have any suggestions or does this make any sense at all?

VPN 3000 series concentrators are great for VPN management.
 
I have a 3000 already for home use and some of our very small remote sites which use the 3005 hardware client. I'm not sure how a larger office would work, especially if I want to provide QoS for VOIP someday.
 
You'd use a higher model concentrator (not a client), but yes... It supports those technologies.
 
buy the PIX with unrestrcted license.
and make VPN using this. 515e is a good option.
