Route emails from one user to another

My boss wants my route emails addressed to a user to be copied into manager inbox. How can i do this with creating a forwarding rule? Can set this up on the Exchange server? Or do on clients Outlook 2003
 
This is done in AD User Properties area, select the Exchange General Tab, then Delivery Options. There you can enter the forwarding address and specify to keep a copy.

Or you can use the feature called as Journalling in the Exchange server.

But this can be done only on a per store basis. So needs to be done judiciously. Otherwise the tracking / monitoring mailbox can become to heavy so to say.

one more thing, is it possible to produce a copy of any emails sent out from a user into a department managers inbox? Again would have to be configured on the server side.
