route cost on NRS

Anyone know how i should configure this i have cs1000e and two T's with pstn. i want to go out over the second T if the first fails? how do i configure this?

Any help much appreciated!
 
either that or on ld 86 rlb, make one route entry 0 and the next entry 1..

Sorry need to make clear!
my pstn connectivity is DPNSS to another switch. S0 when i dail an ac1 followered by spn i insert the ac1 again and when dailing exts i do not insert on the DMI but when this goes to the nrs, routing has not failed because the sip trunks are active. it is when you disable the DPNSS on one T it still trys to push the call to that route so you recieve a reject message on the E. how can i make the NRS select the other T to route the failled called?
