Route call to multiple external numbers

Is there a way to do this? Either by cycling through a list until someone picks up or to ring them all simultaneously? I'm hoping to avoid having to buy an additional service for this.

We are using IP Office 8.0.

If you create a group of phantom users and twin them all to an external number, then all will get a call at once(ish) dependant on trunks available, or make the group sequential and hope someones not out of signal and their mobiles VM answers
