Rough Transition - International dialing woes

We have recently changed carriers and have encountered problems. We cannot dial international numbers through our t-1 circuits despite the fact that 800, long distance, and local numbers work just fine. The switch acts like it never leaves ARS and ends with the message "connection failure". I suspect the carrier's lines are the culprit but they swear up down that it is our switch and that they have identical models that work just fine. I am tapped out...any insight on what I might be dealing with here?
 
Changed the RSM (restriction mode)to 0.
