Rockwell HCF 56k data fax PCI modem 1

HELP!! I have a Pavilion 8565c using win.98se. The problem is that when I try to dial out using the modem card no sound and no conection. But I have a Rockwell Ruptide combo card that if I plug in to there I can get a dial tone and get on the web. This a system my son got from a buddy I have never seen a sound card/modem before. But why would there be two modems on this system? One just a modem and the other a combo card sound/modem. Hope someone can help.

The Rockwell HCF 56K speakerphone PCI modem dials the phone number and when connected garbled data appears on the PC in a steady stream. Control C will not stop the garbled data and it is not possible to type in a command for the remote modem.
