Roaming Profiles: How to disable sync from server to local?

i have a laptop that is driving me nuts, alot of times it does not sync to the server on logoff.

Then all the sudden 3 weeks later, it will logon and sync the laptop with a bunch of files that the user has already deleted.

What I want to do is make that impossible to do. I think if they can just sync it to the server that will be good enough. I may take the laptop every couple months, wipe the server profile and resync so it doesnt get too big with old files.

I tried gpedit.msc
computer configuration/administrative templates/system/user profiles/only allow local user profiles (enabled this)

that just turned roaming profiles off completely

any idea?

havent figured nothng out, for now i just disabled thier roaming profile
