RIS Clients can't pull DHCP address

Ok, I'm about to pull my hair out on this one if anyone has any new ideas or old ones I haven't tried.

-I installed RIS on one of my DCs.
-Ran RISetup
-AD is set to respond to all client requests.
-I have authorized the RIS server in DHCP, and can see the
1045 event message that verifies that BINLSVC is
authorized.
-I have BOOTP and DHCP enabled on my scopes.
-The RIS server is on the same subnet as the clients so
there is no router.
-I have tried 3 different PCs (GW, Compaq, and Dell) with
the latest pxe rom versions
- We have tons of BOOTP and DHCP devices with valid addresses.

I just dont get it, if anyone has a tips.. please list it

how are you trying to RIS? PXE only or floppy?

Try floppy and manually F12 (or is it F10?). Do you get an error?
 
This is a PXE install. No, the NIC on the Dells (the PCs we are using RIS to deploy) use a Intel Gigabit Ethernet card that is not supported by the floppy.
 
Well 2000 can plug and play my NIC, it just doesnt have the driver for a boot disk.

Regardless, This is never getting into RIS, its just hanging on dhcp address at the very beginning of the process.
 
This turned out to be caused by FastEnable being disabled for Spanning Tree Protocol on our network switches
