Does anybody know if this can be done?

One sort of solution is to limit the phone's access and hide the call-appearance and make an Autodial/Abbr Dial button. But this requires a button push.

It would be nice if the phone could just dial when it goes off hook, specifically on an IP set (4610/20).
 
You can do this by creating the hotlined analog line as usual, leaving it x-ported. On the 4610/20, remove all of the call-appr and any other button you do not want the user to use. Then create an abrdg-appr of the hotlined number. You have to make sure that the phone is not IP Softphone enabled as well.
