Ring group issue 1

Have a ring group with 8 hotdesk users, if all are logged out the call doesn't go to the overflow point (in this case another ring group)if all are busy the overflow works.. System 3300 ver.9.0
 
thanks for your help, much appreciated, just had a look at the timer config and both ringing and queued timers are set to the minimum of 5 seconds with cascade being 20 seconds
 
ok so after 5 seconds when they're all logged out it should go to the overflow
